Senior consultant with global experience in design, implementation and evaluation of country and sector-wide e-Governance programs and projects. Involved, over a 30+ years-long career, in major e-Governance projects in most economic sectors. Adviser to governments and to the World Bank on policy, strategy, infrastructure and institutional aspects of e-Governance. Leading expert in public financial management, tax administration and electronic procurement systems. Expert in the full range of procurement and contracting modalities for implementation of e-Government.

Eduardo has a Bachelor of Science degree from the George Washington University, Master of Business Administration (MBA) Finance and investment from George Washington University and Master of Public Administration (MPA) in Development Economics and International Development from Harvard Kennedy School of Government. During his 30 year long career, he has undertaken following assignments:

  • Division chief of the Operational Systems Division in the Information Resource Management Department, The World Bank (July 1983 – June 1986)
    Responsible for information systems development and maintenance for the four operational vice presidencies of the World Bank for Asia, LAC, Africa and MENA. Supervised 30+ senior ICT software engineering professionals.

    Responsible for evaluation and clearance of the largest IT procurement transactions in the worldwide portfolio and for development of Bank-wide ICT procurement and e-procurement policies, instruments and operational guidance.
  • Senior Consultant on e-Government, Public Financial Management Systems and ICT Procurement (Jul 2001 – Present)
    Consultant to the World Bank on a wide range of technical assistance assignments primarily for e-Government strategy and program design (Sri Lanka, Ethiopia, India, Bhutan, Bangladesh, Albania, Kazakhstan, Sierra Leone); public financial management systems (Bangladesh, Nicaragua, Georgia, Armenia, Ethiopia); tax administration systems (Nigeria, Pakistan, Armenia, Bangladesh); large ICT procurement strategy and bidding documents (India, Chile, Brazil, Colombia, Mexico, Vietnam, Indonesia, Gambia, Slovenia, etc.); citizen identification systems (Bangladesh, Mauritius); as well as on internal World Bank strategy, quality assessment and organization of e-Governance and e-procurement operations.
